Campaign HQ – Legendary Villains of Star Wars: Kirtan Loor

As I have written previously, I want to bring characters out of Legends and present them in a way that they can be useable in campaigns following the new Star Wars canon.  In my last article of this series, I gave you stats on the hero, Corran Horn.  Today, I am giving you stats for a villain out of legends, Corran Horn’s personal nemesis, Kirtan Loor.

Kirtan Loor was an Imperial Intelligence agent assigned to Corellia who served as a liaison with the Corellian Security Force (CorSec).  He first appeared in the X-Wing novels written by Michael Stackpole and was frequently crossing paths with Rogue Squadron during the early years of the New Republic.  Loor’s appearance was often compared to that of a younger Grand Moff Tarkin in that he was tall, lean, and gaunt.  He was assisted in his role with Imperial Intelligence by having an eidetic, or photographic, memory where he never forgot details to which he had been exposed.  His skills and competence gave him a personality that was both arrogant and entitled.

The stats here for Kirtan Loor represent him while he is working on Corellia during the Rebellion Era.  During his time with CorSec he was dedicated to finding and arresting smugglers and others that were assisting the Rebel Alliance.  He can be a strong foil for any group of PCs working in the Corellian Sector in an Age of Rebellion or Edge of the Empire campaign.

Development Notes

In creating stats for Kirtan Loor, I started with the stats for an Imperial Intelligence Agent found on page 403 of the Edge of the Empire Core Rulebook as a baseline.  I rounded him out a bit with skills he would likely pick-up from working around CorSec agents.  As he was depicted interrogating a subject in at least one novel where he appeared, I gave Loor some talents from the Spy, Interrogator specialization, talent tree to make him a bit nastier.  Finally, I polished him off with the abilities Imperial Valor and Eidetic Memory.

Talents: Adversary 2 (upgrade difficulty of all combat checks against this target twice), Bad Cop 2 (may spend two Advantage from a Deception or Coercion check to upgrade ability of a single ally’s subsequent Social Interaction check against the target two times), Grit 2, Intimidating 2 (may suffer up to two strain to downgrade difficulty of Coercion checks, or upgrade difficulty when targeted by Coercion checks, by an equal number), Know Their Weakness 1 (once per session, may choose one target within short range; make a Hard difficulty Perception check to downgrade the difficulty of social skill checks against target one time), Nobody’s Fool 1 (upgrade difficulty of incoming Charm, Coercion, and Deception checks once)

Abilities: Eidetic Memory (upgrades skill checks when recalling facts or details which have been observed or read), Imperial Valor (may perform a maneuver to cause all ranged attacks targeting this character to instead hit one ally or helpless enemy he is engaged with, until the beginning of the next turn).

Equipment: Light blaster pistol (Ranged (Light); Damage 5; Critical 4; Range (Medium); Stun Setting), comlink, datapad, scanner, code cylinder.

Utilizing Kirtan Loor in Your Campaign

During the reign of the Empire, the Corellian Diktat maintained control of the local government under the watchful eye of the Empire.  Kirtan Loor was assigned as an Imperial Intelligence Liaison to the Corellian Security Force.  Any encounter with CorSec that may be related to smuggling or Rebel Alliance activity runs the risk of capturing Kirtan Loor’s attention.  He may assert control over a detained starship crew and step in to conduct interrogations himself.  When he is present he may be backed solely by CorSec officers or bring in an escort of Imperial Stormtroopers to add authority to his presence.

After the Battle of Endor, Kirtan Loor is open to exploring other options for his self-preservation.  He may attempt to join another strong Imperial commander, consolidate power on Corellia as long as it is safe, or seek out others that will utilize his talents.  Regardless, Corran Horn and his whereabouts will not be far from his mind and he will place a priority on finding him and arresting him for alleged crimes committed on Corellia.
