Assuming you have a character with large quantities of cash, what are the rules for acquiring droids and using them in combat? Is there any way a rich noble pc who does not like to get his hands dirty could amass a large army a battle droids?

Short answer: Yes, it's possible to do just by simply purchasing the droids at whatever the cost is.
Long answer: I'd probably be pretty hesitant as a GM to allow a character to have an army unless there was a pretty good reason for it. Any character walking around with his own personal army is going to have some issues. If it were to happen, I'd definitely use the protocol system that was introduced in Scavenger's Guide to Droids. Yes, you'll have your droid army, but you'll be using your own actions to control them so the combat doesn't end up being a battalion of NPC droids just taking out the encounter.

First of all, welcome to the boards!
The other factor to keep in mind is the era. After the Clone Wars, Class 4 droids were severely restricted. In the Dark Times and the Rebellion Eras, the Empire will take a very dim view of a person looking to own a large number of Battle Droids.
Of course, the GM could use this to his advantage...Imperial invetigation as to why Character A is trying to buy the droids-especially if the character is non-human. <Evil grin>
