Lets say a race of *blah * gives the character a +2 modifier to Str. If his strength is 10, granting a +0, is it now a 10 with a +2, or a 12, with a +1.

Unless I've been playing it wrong all these years, a race's +2 stat bump in your example would make it a 12 (with a +1 STR modifer).

The +2 is to your strength SCORE (which is 10), which increases your strength MODIFIER (also known as "strength bonus") by 1.

To clarify the above responses (which are all correct):
Having a +2 species bonus to an attribute means that you increase the actual attribute after the fact. If you're doing point buy, this means that you only need to "pay" for a 10, and the +2 bumps it to a 12. If you roll stats, you apply the +2 to whatever you rolled (so if you rolled a 10, you'd now have a 12 instead).

The same also applies to attribute penalties.

Thank you all for your answers. THis is good to know, because I have now realized that I have been playing this wrong for years.  Oh well, the game is still great.
