Hell-0! The rules seem silent on this...
Lets say I am a jedi and I use my Use The Force skill to Move Object. Minimum DC of 15.
I roll a 2, add my UTF and get an 11.
Miss. No Move Object for me.
BUT>>> if I fail to use the power (i.e. less than the minimum required DC roll), is the power considered "spent" and is taken out of my Force suite? i.e. not be able to use it again this encounter (barring Nat 20's, use of Force Points, etc...). Even though it did not actually get used?
I cannot seem to find anything in the rules about this...

Yes, as soon as you choose to attempt to activate a Force power, it's considered spent, regardless of whether you hit the minimum DC required or not. So for your example, you've pretty much spent your Move Object power and have nothing to show for it.
It's part of why Skill Focus is so attractive an option for Force-users, becuase it means they'll have better odds of getting at least the minimal effect out of their powers.

Far being for me to question you Donovan, but is that in the CRB, or somewhere else? I just need to be prep-ed for one of my players (rule lawyer... Why do I play with this guy???) :beer:

Well, IF I remember correctly, there's a couple talents that let you keep certain force powers if you don't meet the minimum requirement, but I forget where

I think he might be referring to the "Savant" Force talents, but those only let you return a Force power with a certain descriptor to your Force suite for free once an encounter.
