But 1. what episode did they discuss non-heroic classes and their design, and 2. Anyone have any tips on same?
Any help would be hot.

I don't know if they've gone into an in depth discussion on it, but I know it got some screen time in one of the episodes Sterling was on. I think it was episode 101 (but don't quote me on that) En Pee Theeths.

One thing I'd add to their general talk on the benefits of building a nonheroic character is that it gives you a chance to create low-CL NPCs with some Prestige Class Levels. For example, you could have a CL 4 Crime Lord (nonheroic 7/Crime Lord 2) with Impel Ally I & II So it can make for very interesting encounters for your PCs.

One thing to keep in mind is that a few prestige classes (Crime Lord included) often require one or more Talents, which are only available if you have Heroic class levels. So it would be possible to have a CL4 Crime Lord, using Nonheroic 6, a level in either Noble or Scoundrel to satisfy the talent requirement, and then a single level in Crime Lord. Naturally, you could bump the CL up to 5 to account for that second level in Crime Lord to get the talents that Awypturwpn mentioned, which would be good for a major villain for the end of a story-arc for a group of low-level heroes.

Jedi Knight (BAB +7) Jedi Master One other possibly niggling detail to bear in mind with these (and possibly the Imperial Knight too) is that they require the character to have constructed their own lightsaber, something that requires 7 heroic levels to accomplish. Now the GM can easily handwave this (and I've done so in the past for some NPC opponents), but by RAW, those two prestige classes are functionally off-limits to anyone with just Non-Heroic levels. Just something to bear in mind.
