How difficult should it be for a Kithband Warrior to procure one? My KW wants to go scout next and would like an elven steed for this trapping requirement.

The bottom line is that horses are freaking expensive in warhammer, as such they are seen as a status symbol of wealthy merchants and nobles. I do not have my book in front of me, so I don't know how much better an elven horse is.

Points to consider:
How badly the player wants it. - Make him wait and then make him wait some more.
You give it to one and they all will want one - give a horse to one and all the others will want one.
OK the elf has his horse, how is the rest of the group getting from point A to point B?

Make your player aware that bad things happen to PCs and NPCs all the time. The horse would considered an NPC.
Horse meat is tasty, or so I am lead to believe.

In my game, Ur-Ulric granted all the the players a boon to reward them and to pay them off to keep their mouth's shut. The elven horse could be a reward.

At level 20, High Elves will be able to purchase one of the swift elven steeds available from the stables in Altdorf for 15g. This mount will grant you a 50% movement speed bonus. Be warned, though, taking damage while mounted is likely to cause a dismount!
