If there was ever a case for the rescission of the “Dual-Citizenship” clause for attending Starfleet Academy, Dram would be it. While several Ferengi have made the transition to the Federation’s moral and ethical standings successfuly, Dram still views things in terms of profit and lost, like any other good Ferengi businessman. He refers to the Rules of Acquisition when making decisions, his discipline is bordering on gross negligence, and his conduct will likely land him in the brig someday. Dram has already served for over one-hundred days on probation for smuggling of contraband. Any more demerits on his record and he would be discharged for dereliction of duty.
There are two reasons he’s avoided a dishonorable discharge. The first is his tactical mind. Dram has received high marks in small squad deployment, ship combat tactics, and his hand-to-eye coordination is in the top 3 percentile for his graduating class. It’s because of this that he (barely) managed to pass Starfleet Academy and was assigned to the
USS Roma as his first assignment.
The second reason is his older sister, Tis. Another recent Ferengi graduate of Starfleet Academy, where Dram excelled at tactics, she excelled in the sciences. She has displayed no aptitude for command, however, else she’d have been assigned to a
Nova-class ship of her own. Reports are that Tis presented a convincing argument to Starfleet Command to keep her and her brother assigned to the same ship, and it is in Starfleet’s interest to have that ship be a research vessel (much to Dram’s likely annoyance).
Due to the recent crisis with the Borg, and the escalation of conflict with the Klingons, circumstance has granted Dram command of a starship. With the recent renewed hostilities with the Klingons, the Romulans, and the Borg, having a tactical captain aboard a science vessel makes a certain amount of sense.
Starfleet needs competent captains, time will tell if Dram will become one or not.
