I started this exercise trying to make a Monk analogy. The answer to that is "No". Unarmed attack is 1d4 and has no proficiency bonus.
I next tried to create a Ninja concept. However, that fell by the way side because even though Rogues have Shuriken damage at 1d6, there is but one power up to level 4 that uses it (although I did pick it in the end, see below).
So...
I decided to work toward the greatest amount of single strike damage build. I am sure this is not revolutionary, but it is an interesting mental game, and is always open to interpretation.
Let us assume a 4th level Human Rogue with:
Ability scores in this priority: Dex, Str, Cha, Con, Int, Wis
Class Features
First Strike, Rogue Weapon Talent, Brutal Scoundrel, Hunter's Quarry (see multi-class feat)
Feats
Backstabber, Warrior of the Wild, Lethal Hunter, Power Attack
Powers
At-Will: Piercing Strike, Riposte Strike
Encounter: Tortuous Strike, Set-up Strike
Daily: Blinding Barrage
Utility: Master of Deceit
Skills
Acrobatics
Athletics
Bluff
Perception
Stealth
Thievery
Tactics
With a single dagger attack and Combat Advantage against a target marked by Hunter's Quarry, the damage would be:
1d4 + 2d8 + 1d8 + 2 [power attack] + Str ( 14 to 20 damage)
Even more using powers.
There are 3 ways to force Combat Advantage (besides acting first):
a. Bluff check (with Master of Deceit back-up)
b. Set-Up Strike (Topple Over makes target prone, but Set-up has 2W damage)
c. Blinding Barrage
Blinding Barrage, if used at the start of an encounter could hit multiple targets for multiples of damage!
Power Attack is a net advantage since this character will always look for the Combat Advantage (+2 attack).

Why do n00bs get such good rolls. My friend just rolled off his very first character we didn't even let him finish his first set because he was getting scores of 11 and under so I said reroll. He rolls TWO 18, and a 17, 16, and 15 and he's playing human ranger.

Just a quick question, because i've seen you guys post it a couple times now, why does he only have 5 stats, shouldn't he have 6?

Honestly, neither of us can rememebr what the last one was  . I think it was a 14, don't want to post in error. He does have six stats, just assume the last one is good as well.
