I think you're wrong that weapon restrictions are looser in TOR era. They're just different. While a Cipher agent or a member of Havoc Squad can pretty much tote whatever he wants wherever he wants, these are high-ranking members of society who have earned the right to tell mere security forces to get bent. A rank-and-file soldier or slave-warrior may only be allowed his basic weapon, if that.

I think it might be interesting to introduce some kind of mechanic to reflect a character's rank in society. It could operate similar to Duty, removing the Restricted status from items up to a certain rarity, but I think I'd also want to provide a "universal talent" of sorts so that a character could buy into rank and privilege at character creation. I know it's yet another drain on limited chargen resources, but I also feel that rank is much more important in the KotOR era than it ever was during the Dark Times.

Regarding droid characters:

One thing I think people miss sometimes is that droids can start with a 5 in their primary stat and still have 35 XP to buy other stuff. Nobody else can do that except the drall. You can get to a 5 with plenty of races, but if you do, you're spending essentially everything to get it. Nobody else can do that and still have the flexibility to make significant skill or talent buys. The downside is, of course, a 1 in everything else, but skill ranks can make up the difference on that side pretty quickly.

Also, on the topic of "cybernetic" enhancements, an additional benefit to droids is that they don't get the social drawbacks of cybernetics. An organic that cuts off a perfectly good arm to get a strength boost is going to get a significant amount of side-eye, while a droid is just replacing some hardware, it's not even a big deal.

That's a good point. Dressellians and Pantorans can come close with 20 leftover xp, if one were desperate for a 5 in Willpower or Presence. But only droids get a choice.
